This tests pluto for the situation where a proposal is made with 3DES, but a key size attribute
is also passed, with a value that is nonsense for 3DES.

Pluto should just IGNORE the key size attribute (no passert, not causing it to use a weird
size).

This test is accomplished with TAPROOM.
