These tests are Pluto unit tests - it runs IKE in a bottle.

These tests are focused on aggressive mode, and use inputs
and outputs which are local to this directory. This is an attempt to
diversify the testing infrastructure.

It does not talk to KLIPS at all, but does require that a number
of aliases be configured on the loopback device.
