These keys are shared amongst all test machines to make it easier
for developers to login. Note the authorized_keys is copied into
/root/.ssh on each image too.

The test machines all use the IETF "test" range IP addresses (192.0.2.0/24 etc)
and these test machines should never get routed into the wild.
